Khalid R. Temsamani

Khalid Temsamani holds a State Doctorate in Chemical Sciences from the Université Libre de Bruxelles (1988). He is a University Professor at the Faculty of Sciences at Abdelmalek Essaâdi University in Tétouan, Morocco. Among other functions, Professor Khalid Temsamani served as Climate Change Adaptation Advisor for Water Resources at the Water, Environment, and Blue Economy Division of the Union for the Mediterranean in Barcelona (2018–2020), and as Director of the Scientific Francophonie Observatory Hub at AIFS–AUF Rabat from February 2023 to July 2024. Since July 2024, Khalid Temsamani has been the Strategic Director of the Science Policy Platform for Climate Urgencies (SPP-C), hosted by the Moroccan Biosafety Association in Rabat, Morocco.

CEO of WECEN (Water-Energy-Climate Expert Network)

Jauad El Kharraz

Dr. Jauad El Kharraz is CEO of WECEN (Water-Energy-Climate Expert Network), a consultancy specialized in water, energy and climate. He served as Executive Director of the Regional Center for Renewable Energy and Energy Efficiency (RCREEE) from 2021 to 2024. With more than 25 years of international experience, his expertise covers renewable energy, green hydrogen, desalination, water resources management, the water-energy-food nexus, climate change, and environmental sustainability. Previously, he was Director of Research at the Middle East Desalination Research Center (MEDRC) in Oman (2015–2020) and has worked as a senior consultant and advisor for leading international organizations, including FAO, UN-ESCWA, the European Commission, PRIMA Foundation, GWP-Med, and the European Climate Foundation. He is also actively involved in several international water and desalination networks. Since beginning his career in 1998, Dr. El Kharraz has coordinated and contributed to numerous international research and development projects funded by the European Union and major international donors. He has participated as a speaker, chair, and expert at major global events, including the World Water Forum, World Economic Forum, Abu Dhabi Sustainability Week, World Hydrogen Summit, and COP26–COP29, across more than 60 countries. A Moroccan and French national, Dr. El Kharraz graduated from Abdelmalek Essaâdi University before earning his MSc and PhD in Physics from the University of Valencia (Spain), as well as a Diploma in Enterprise Management and Strategy from SKEMA Business School (France). He is fluent in Arabic, French, English, and Spanish.

Hafsa El Bekri

Dr. Hafsa El Bekri is Advocacy and Executive Strategy Senior Associate at Positive Agenda Advisory since September 2023. Hafsa is a Full Professor (Professeur HDR) of International Economics at the Euromed University of Fes and a researcher at the Institute for Research in European, Mediterranean, and African Studies, which she co-directed in 2022. Her research projects focus on South–South economic relations, particularly the internationalization of Moroccan banks in West Africa, regional value chains, and regional economic integration in Africa through the AfCFTA (African Continental Free Trade Area) project.

Amine amar

Amine Amar, PhD and Eng., is Associate Professor of Applied Mathematics and Data Science at Al Akhawayn University. A consultant and engineer with a PhD in Statistics (Mohammed V University) and an engineering degree in Operations Research (INSEA), he brings over 20 years of experience at the intersection of academic research and high-level policy consultancy for international financial institutions (World Bank / IFC, KfW), UN agencies and African governments. His expertise lies in applying advanced econometric and statistical models to assess the economic impacts of climate change, evaluate public policies and inform strategic investment decisions. He specialises in designing rigorous analytical frameworks — cost-benefit analysis, impact evaluation and macroeconomic scenario modelling — to translate complex data into actionable insights for climate adaptation, food security and sustainable development. His work is distinguished by a strong focus on policy-oriented empirical research and a proven track record of collaborating with African research institutions (e.g. ANAPRI) and government agencies (e.g. HCP, MASEN) to co-create evidence that directly informs national planning and budgeting processes. His methodological rigour is complemented by specialised training in impact evaluation from ESSEC Business School and the Harvard Kennedy School & Mohammed VI Polytechnic University.

Associate Professor of Economics - Climate Governance & Science-Policy Interface Expert

Hikma Bachegour

Hikma Bachegour is an Associate Professor of Economics at the Faculty of Economics, Sidi Mohamed Ben Abdellah University in Fez, Morocco. Her work lies at the intersection of environmental economics, energy transition, climate governance and sustainable development. She holds a PhD in Environmental Economics. Her research examined the role of energy and institutions in shaping Morocco’s environmental trajectory, with a broader focus on the economic and policy conditions that can support more sustainable development pathways. Alongside her academic work, she provides expertise on climate governance, climate finance, energy policy, green hydrogen and the alignment of climate commitments with national development strategies. Her recent work also explores how international climate and regulatory requirements affect emerging economies, particularly through European carbon measures, export competitiveness and the pursuit of just and inclusive energy transitions. Through her engagement in science-policy dialogue, she contributes to strengthening evidence-based policymaking that is responsive to national and territorial realities.
